KREI held the 2nd Public-Private Partnership (PPP) Forum on Agriculture and Fishery Sectors among ASEAN and the Republic of Korea

Seoul, August 21-24, 2017 – The Korea Rural Economic Institute (KREI), with funding by the ASEAN-ROK Cooperation Fund, hosted the 2nd Public-Private Partnership (PPP) Forum on Agriculture and Fishery Sectors among ASEAN and the Republic of Korea.
The goal of the PPP Forum is to take advantage of PPP as a means to boost development in rural areas and the agriculture and fishery sectors for the ASEAN Member States and Korea. The objectives of this forum are as follows:
- To define and share the consistent concept of PPP among AMS and Korea, and to build up on the previous results of agro-fishery PPP-related projects;
- To share the institutional settings such as legal framework and regulatory arrangement in the field of PPPs in each country;
- To enhance the capacity of technical personnel for the development of PPP projects and their implementation;
- To assess the current situation of PPP practices and implementation procedures for the agriculture and fishery sectors among AMS and Korea; and
- To strengthen the cooperation between Korea and AMS through the PPP Fora and further discuss the future plans.
With 20 participants from AMS, the results of the previous discussion (the 1st Forum) was recapped and most importantly, the common definition of PPP has been shared for the better understanding of the subject among AMS and Korea. The Korean regulatory system of PPP and the involvement of the private sector were introduced. In addition, the AMS cases of institutional framework and the establishment of instruments in support of PPPs were discussed, and strategies for future PPP projects were shared as well.

9 Trainees for the KAPEX Academy Successfully Completed their 3-month Training Program

Naju, September 14, 2017 – The Korea Rural Economic Institute (KREI) held the ‘2017 KAPEX Academy Graduation Ceremony’ on the 14th September to celebrate the completion of the training program. The ‘2017 KAPEX Academy’ program was conducted for 3 months (from the 12th of June to the 14th of September), and the government officials and researchers in the agricultural field from Colombia, Nepal, and Uzbekistan participated in the program as trainees.
The Center for International Agricultural Partnership (CIAP) has conducted the KAPEX Academy program since 2014. This program consists of lectures, study visits, and individual research projects in Korea, which cover not only general agricultural policy experience of Korea, but the specific subjects of the trainees’ research projects. Until this year, 30 trainees completed this program in Korea, and have disseminated their knowledge and research results in their own field.
In this year’s program, 22 lectures about the Korean agricultural policies and 8 study visits in relevant institutions or sites were implemented. Also, the participants of each country conducted their own research projects with their country contexts, and the results of research were presented in the ‘Final Report Presentation’ (5th September). After the KAPEX Academy, the participants plan to utilize these research results in policymaking.

Participants of the ‘2017 KAPEX Academy’ said that they have learned about the agricultural situation and policies in Korea and got lessons for the application toward their countries. Especially, they have been deeply impressed about Korean history with rapid economic growth and agricultural development for the past 60 years.
Shova Dahkal (34, female) from the Ministry of Agricultural Development (MoAD) in Nepal said, “We will hold a seminar for the officials of MoAD and propose policies for improvement of farmland and agricultural mechanization in the future”.
Ilkhom Ibragimov (39, male), a researcher at the International Finance Corporation (IFC) in Uzbekistan, said, “I will apply Korean agricultural experience to agricultural education for entering the export market of Korean cherry”.
Also, Jennifer Guzman Romero (27), a researcher at the National University of Colombia, mentioned her plan after the program, saying, “We are going to make good use of knowledge and experiences from the ‘2017 KAPEX Academy’ in a farmers education project of Ubate province by the National University of Colombia”.
